MEMORANDUM FOR DISTRIBUTION
SUBJECT: Retained Issue of Organizational Clothing and Individual Equipment

Individual Equipment (OCIE) memorandum, 18 January 2018.
2. Purpose: To provide new guidance on the retained issue policy
for OCIE items. This update will identify individual items authorized
for retention for all Soldiers (Enlisted and Officers) to begin at
initial entry training (IET) and Army Senior Reserve Officer Training
Corps (SROTC). The update will discuss policies for permanent change of
station (PCS) and recovery of OCIE prior to expiration of time in
service (ETS). This memorandum will not prohibit the recovery of OCIE
when it is in the best interest of the Government to do so.
3. Applicability: Active Army, Army Reserve, Army National Guard.
4. Procedures: Detailed instructions are provided in the appendices
for all applicable personnel to follow. Updates to appendices will be
published and effective at the beginning of each calendar year. The
calendar year was chosen because it allows the easiest transition for
IET installations to implement changes.
a. Starting 4th Quarter Fiscal Year 2020, U.S. Army Tank-Automotive
& Armaments Command (TACOM) Central Management Office (CMO) will
execute a phased implementation plan to gradually transition initial
issue of retained OCIE from the first unit of assignment to IET. TACOM
CMO will incrementally increase the number of OCIE items issued at IET
as retained issue until the entire Soldier OCIE retained issue menu is
achieved. All lET Soldiers will receive the complete list of items on
Appendix A Soldier OCIE retained issue no later than 1 October 2022.
Subsequently, TACOM CMO will provide disposition instructions to the
installation CIFs to account for the reduced requirement.
b. Instructions for Appendix A: Soldier OCIE Retained Issue. The
Maneuver Center of Excellence shall determine the list of OCIE required
for all Soldiers to perform Warrior Task Training. Soldiers will retain
these items from initial issue until the Soldier reaches ETS. Officers
will return OCIE items when they leave the Army for the Individual Ready
Reserve or resign their commission. SROTC cadets that leave the ROTC
program prior to commissioning will turn in their OCIE to the ROTC
department.
(1) The Maneuver Center of Excellence, using the Soldier-as-a-System
Integrated Product Team, will review and update this appendix as
necessary each calendar year and submit changes to the Office of the
Deputy Chief of Staff, G-4 (ODCS, G-4), DALO-SPT for publication.
(2) When a Soldier reaches ETS, or otherwise leaves the Army,
commanders will direct a final layout inspection. The Soldier will
turn-in recoverable items to the supporting CIF or through the OCIE
direct ordering process. Appendix B lists items that are not
recoverable.
c. Instructions for Appendix B: ETS Retained Items. ODCS, G-4,
DALO-SPT will review this appendix annually and update as necessary in
coordination with U.S. Army Materiel Command G-4, TACOM CMO, National
Guard Bureau G-4, and United States Army Reserve G-4. The ETS retained
list consists of items that are deemed uneconomical for the government
to recover and reutilize. These items will remain with the Soldier when
they ETS. Disposal or disposition of the items are at the Soldier's
discretion upon ETS.
d. Instructions for Appendix C: Military Occupational Specialty
(MOS) Retained Issue. ODCS G-4, DALO-SPT will, in coordination with U.S.
Army Training and Doctrine Command and each Center of Excellence,
update this appendix annually. MOS items are specific OCIE items
required to perform specific MOS functions. MOS retained issue items are
issued during advanced individual training or appropriate time during
one station unit training and will remain in Soldiers' possession as
long as the Soldier holds the MOS.
e. Instructions for Appendix D: SROTC Retained Issue. The U.S. Army
Cadet Command will review this appendix annually and update as
necessary in coordination with ODCS, G-4 DALO-SPT. Cadet Command is
responsible for accountability of items issued to cadets and will
recover the retained issue items from individuals unable to fulfill
their contract or who leave the SROTC program prior to completion.
f. Instructions for regional items. Regional items will not be
retained. Soldiers will acquire items used specifically for arctic,
jungle, and desert environments from the supporting CIF or through OCIE
direct ordering process and turn in these items while out processing for
PCS or ETS. Recovered regional items are returned to the Regional
Logistics Supply Center for cleaning, repair, and refurbishment. These
items will be reissued to personnel entering the designated regions.
g. During the transition of Universal Pattern Camouflage (UCP) to
Operational Camouflage Pattern (OCP), Outside Continental United States
CIF's may collect OCP Pattern OCIE items from Soldiers with PCS Order to
CONUS, with the following exception: OCP Extended Cold Weather Clothing
System (ECWCS) layer Ill (Jacket, Fleece, Cold Weather) and layer VI
(Jacket, Wet/Cold Weather and Trousers, Wet/ Cold Weather). Soldiers
require a basic level of cold and wet weather protection at all times.
OCP ECWCS Layers Ill and VI provide this protection; therefore, these
items will not be recovered from Soldiers until ETS.
h. Soldiers with UCP ECWCS are authorized to exchange the UCP ECWCS
for OCP ECWCS when transferred to a unit that is currently fielded OCP
pattern OCIE; the Soldier will then retain the OCP ECWCS until ETS.
5. Current Soldier/Total Force transition. As Soldiers PCS and out
process the CIF personnel will clean up the Soldiers record as much as
possible by collecting legacy items, items that are not on Appendix A or
C, and remove items from the record that are not recoverable (i.e.
Flame Resistant Army Combat Uniforms from a deployment). The CIF will
contact the GMO for disposition instruction for items not listed in
Appendix A, B, or C.
6. The Deputy Chief of Staff, G-4, who is the proponent of AR
700-84 and AR 710-2 will incorporate the guidance in this memorandum
into the next update.

Retained Issue of OCIE

1. 2021 ENLISTED PRE-CRITICAL TASK SITE SELECTION SURVEY FOR PVT-SFC AND
THEIR FIRST LINE SUPERVISORS. The AG School is excited to announce the
launching of the 2021 Enlisted Pre-Critical Task Site Selection Survey
for PVT-SFC, and their first line supervisors which will be opened for
the period 27 January – 19 February 2021. This survey is the field's
voice to the schoolhouse on what tasks are critical to performance for
Enlisted Soldiers (PVT-SFC) within CMF 42. The results of this survey
will directly drive the identification of those tasks that should be
considered as critical to performing your job, and thereby should be
trained in the AG School. Every enlisted Soldier possessing MOS 42A
should take this short (10-15 minute) survey to help identify those
tasks. The direct supervisor (military and civilian) of a 42A Soldier
should also take the survey to ensure that the supervisor's voice is
heard in selecting tasks critical in the operational Army. The survey

2. IPPS-A COUNSEL OF COLONELS - JANUARY 2021. Attached (at the following

3. TRANSITION ASSISTANCE PROGRAM (TAP) NAME CHANGE. On 26 October 2020,
the Army-G1 approved the name change of the Army’s Transition Assistance
Program from SFL-TAP to TAP. The strategic objectives of the name
change include raising awareness of TAP's successes; increasing support
for and participation in the program; re-inspiring leaders, clients, and
team members through education; and repositioning TAP to differentiate
itself from other programs. The newly rebranded Transition Assistance
Program (TAP) has been developed on a foundation that places the

4. USAREUR-AF DEFENDER EUROPE 21 HUMAN RESOURCE REHEARSAL OF CONCEPT
(ROC) DRILL. On 05 February 2021, 1700 CET (1100 EST), USAREUR-AF G1 and
21 TSC will host a HR ROC drill in preparation for DE21. Unit G1/S1s
participating in DE21 will brief the USAREUR-AF G1 on their respective
unit’s pre-deployment, deployment, and redeployment plans during the HR

1. BLENDED RETIREMENT SYSTEM (BRS) CONTINUATION PAY (CP) - CALENDAR YEAR
2021. The memorandum attached at the following link establishes
eligibility, amounts, and additional service obligation for CP in CY21
as authorized in Title 37, United States Code, Section 356. This
guidance is effective immediately and expires on 31 December 2021. It
applies to Regular Army, Army National Guard/Army National Guard of the
United States, and United States Army Reserve Soldiers who are covered

2. SERGEANTS MAJOR COURSE (SMC) CLASS 72 ENROLLMENT UPDATE. From HRC
Military Schools Branch: Soldiers selected for attendance to Class 72
(resident) and class 48 (non-resident) of the SMC are currently being
scheduled in ATRRS. IAW MILPER 20-380, Soldiers selected for attendance
and scheduled will be placed on assignment no later than 28 Feb 21.
Soldiers selected for attendance to SMC class 72 or 48 who fail to
remain qualified for school attendance will be replaced by Soldiers from
the FY20 Master Sergeant Evaluation Board Order of Merit List (OML)
based on their OML standing. This means that additional Soldiers who
were not previously identified on the SMC Class 72 selection list
released on 01 Dec 20 will be notified of enrollment into SMC and
subsequently placed on assignment to attend the course in a resident or
non-resident status. A Soldiers OML number is important and will be used
to make a myriad of human resources decisions thought the life of the

1. FRAGO 18 TO HQDA EXORD 210-20 CORONAVIRUS (COVID-19) TRANSITION
FRAMEWORK (FOUO), DTG: 120415Z JAN 21. This FRAGO adds/updates testing
information and also contains the following key guidance: https://www.milsuite.mil/book/
a. Annex DDD provides an example DA Form 4856, Developmental
Counseling Form, to assist units and provide the minimum discussion
points with Soldiers in order to comply with force health protection
requirements associated with travel to a foreign country in a COVID-19
environment.
b. Force Health Protection (FHP) Supplement 12 (Annex II) is
rescinded and replaced by FHP Supplement 14 (Annex EEE). IAW FHP
Supplement 14, all Soldiers traveling from or through a CDC THN level 2,
3, or 4 country to the United States will undergo a 14-day ROM and
self-monitor for COVID-19 signs and symptoms upon arrival at their
residence or other appropriate location. The Army will implement more
restrictive COVID-19 risk mitigation measures than the Department of
Defense. ROM will not be decreased to fewer than 14 days. Additionally,
Soldiers traveling from or through a CDC THN Level 1 country to the
United States will self-monitor for COVID-19 signs and symptoms for 14
days and comply with all installation, CDC, state, and local guidance
upon arrival in the UNITED STATES. Travel that is limited to transit
between and through foreign countries contained within a single GCC, and
between GCCs, is not subject to supplement 14 or this FRAGO and will be
managed by each GCC or GCCs as appropriate.
c. IAW FHP Supplement 14 all personnel conducting official
international travel to or from the United States require a negative
COVID-19 test as close as possible to departure. If the destination
location requires a specific test or test timing, personnel must follow
the destination location requirement instead.
d. Soldiers, DA civilians, and family members under the
jurisdiction of the SECARMY conducting official international travel
will have a negative COVID-19 test result (or medical clearance IAW
3.D.29.A.2) before departing home station or a CONUS replacement center.
e. Losing and gaining command coordination is required for all
official travel outside the United States and its territories. This
coordination is intended to solidify an understanding of host nation and
GCC ROM and COVID-19 testing requirements. Losing commands will conduct
a written counseling with Soldiers and DA civilians outlining COVID-19
standards and expectations for travel.
2. EXTENSION OF THE SUBMISSION DEADLINE FOR NOMINATIONS TO THE AG CORPS
HALL OF FAME AND DISTINGUISHED MEMBERS OF THE CORPS AND FOR THE AG CORPS
"OF THE YEAR" NOMINATIONS. The Commandant of the AG School and Chief of
the Corps has extended the submission deadline for nominations to the
Hall of Fame and Distinguished Members of the Corps and for the AG Corps
"Of The Year" nominations from 1 February 2021 to 1 March 2021. Please
ensure nomination packets are complete and submitted by 1 March 2021 to

Campaign, how to subscribe to receive the DQAR and a demonstration on
