TRAINING (FOUO), DTG: R 221550Z DEC 20. The purpose of this message is
to inform commands of Cadet Troop Leader Training (CTLT) cycle dates for
FY 2021 and identify the number of positions United States Military
Academy (USMA) and U.S. Army Cadet Command (USACC) require for their
cadets. The CTLT program helps shape and develop our emerging leaders.
It places Reserve Officers’ Training Corps (ROTC) and USMA cadets in
unit leadership positions for up to 4 weeks each year during May, June,

b. ALARACT 106/2020, CAREER MANAGEMENT FIELD (CMF) 46 ENLISTED MOS
46S TRANSITION STATUS (FOUO), DTG: R 221800Z DEC 20. IAW notification of
future change (NOFC) E–1610–56, all former MOS 46Q and MOS 46R Soldiers
Armywide were transferred to MOS 46S, Public Affairs Mass
Communications Specialist on 1 Oct 2018 and assigned transitional
additional skill identifier (ASI) Y2 for former 46Qs and ASI Y3 for
former 46Rs indicating additional training is required to achieve MOSQ
46S. NLT 30 sept 2021, all AC, ARNG and USAR MOS 46S SSG and below with
ASI Y2 or ASI Y3 must complete MOS 46S validation through home station
training (HST) and request removal of the transitional ASI. On 1 Oct
2021, all CMF 46 SSG and below still identified with an ASI Y2 or Y3
will be coded with immediate reenlistment prohibition code (IMREPR) 9P.
NLT 1 Nov 2021, commanders will initiate reclassification or separation
actions for Soldiers coded with IMREPR 9P on 1 Oct 21, in accordance

c. ARMY DIRECTIVE 2020-18, DISCONTINUATION OF THE FORMAL
COMPETITION PROCESS FOR ARMY COMMUNITIES OF EXCELLENCE, 18 DEC 20. The
Army Communities of Excellence program and Department of the Army
Headquarters-managed competition, and any awards (monetary or
nonmonetary) and recognition ceremonies associated therewith, are
discontinued. The Department of the Army will continue to support the
Secretary of Defense Commander in Chiefs Award for Installation
Excellence Program. Only Regular Army installations are eligible to
compete. Consequently, the Commanding General, Army Materiel Command
will establish a systematic approach to assess, select, and forward the
best-performing installation as the Army's nominee to the Deputy Chief
