2. FY22 BROADENING OPPORTUNITY PROGRAM PANEL (MAY 2022). As a reminder,
the last Broadening Opportunity Program Panel for FY22 will convene 10 -
13 May 2022. The application deadline for the following programs is 25
March 2022: Army Congressional Fellowship, JCS/OSD/ARSTAF Internship,
and General (R) Wayne A. Downing Scholarship. Additionally, applications
for the Harvard Strategist Program (which has no HRC panel) are due no

mini-series, the IPPS-A FMD Training Team teams up with the FMD CRM Team

payments to USAR service members are accurate, properly supported, and

PRO) 2 DAY RESIDENT & REMOTE MOI (FY 22, 2ND & 3RD QUARTER
DATES). The IPPS-A HR Professional Instructor Facilitated Training (IFT)
suspense for all HR professionals is 31 May 2022. The 99th RD will
provide this training to all HR Professionals, and incorporate the
foundational knowledge necessary to perform the duties and functions
inherit to their position utilizing the Integrated Personnel and Pay

PERFORMING ACTIVE DUTY OR FULL TIME NATIONAL GUARD DUTY TOWARDS
AUTHORIZED END STRENGTHS (CUI), DTG: R 222000Z FEB 22. On 27 Dec 2021,
the Fiscal Year 2022 National Defense Authorization Act became Public
Law 117-81. It directed that 10 USC 115(b)(2)(b) strike ‘‘1095 days in
the previous 1460 days’’ and insert ‘‘1825 days in the previous 2190
days.” Reserve Component Soldiers cannot exceed 1825 days in an active
duty for operational support (ADOS) status within the previous 2190.
Soldiers exceeding this time period will be counted against the Active
Army end-strength for active duty for operational support-active
component (ADOS-AC) and active guard and reserve end strength for active

PM]. This message provides procedural guidance for the FY22 USAR AGR
REFRAD board which convenes on or about 13 June 2022. The board will
consider all Army Reserve AGR (AR AGR) Army Promotion List (APL)
competitive category colonels (COL) and lieutenant colonels (LTC) who
meet the eligibility requirements. The USAR AGR REFRAD board provides a
fair and equitable force shaping process to help meet the needs of the
