5. FY2023 BROADENING OPPORTUNITY PROGRAM PANEL (SEPTEMBER). The US Army,
Human Resources Command (Leader Development Division) will convene the
next Broadening Opportunity Program (BOP) Panel, 13 - 16 September 2022

deployment of EPOS beginning in October 2022. EPOS will replace the
existing Automated Fuel Service Stations (AFSS) fuel pedestals managing
Defense Fuel Supply Point (DFSP) service station fuel sales. It also
provides DLA energy new capabilities by enabling ability for mobile
transactions, dispatch operations, evidential matter collection and

b. ALARACT 050/2022, NOMINATIONS FOR THE 17TH SERGEANT MAJOR OF THE
ARMY (SMA), DTG: R 191545Z JUL 22. The 16th SMA will complete his tour
on or about 1 August 2023. The Chief of Staff, Army (CSA) will select
the new SMA from nominations provided by a board to be convened at HQDA
on 5 October 2022. Nominees will appear in person. Nominations must be
submitted no later than 16 August 2022 by memorandum by a commander,
lieutenant general, or higher, in the nominated NCO’s normal chain of
command (commanders must ensure the nominated CSM/SGM desires

a. MILPER MESSAGE 22-268, ENLISTED PROMOTIONS SGT THROUGH SGM
DURING BROWNOUT/CUTOVER FOR IMPLEMENTATION OF THE INTEGRATED PERSONNEL
AND PAY SYSTEM – ARMY (IPPS-A), ISSUED: [7/15/2022 3:20:41 PM]. This
MILPER replaces MILPER 22-267, which has been revoked. Effective with
implementation of IPPS-A Brownout/Cutover (BOCO) on or about 12 August
2022, the August 2022 unit promotion board and enlisted promotion
actions for the promotion months of September and October 2022 will be
affected. This MILPER Message establishes timelines for promotions and
guidance to the field during the BOCO period. August 2022 unit promotion
boards for October 2022 selection month will have an adjusted shortened
window (1-11 August) vice normal window (10-26 August). Soldiers
recommended for promotion must be integrated onto the Promotion Point
Worksheet (PPW) NLT 11 August 2022; there will be no exceptions. The
September 2022 unit promotion boards for November 2022 will return to
normal timeline of 10-26 September with integrations updated through
IPPS-A NLT 26 September 2022. Due to the shortened timeline in August
2022 eligibility for selection month of 1 October 2022 will be as of 12
