2. ARMY TALENT ALIGNMENT PROCESS (ATAP) 23-02 MISSION ESSENTIAL
REQUIREMENTS (MER) OPEN – 22 JUL 22. The ATAP 23-02 Mission Essential
Requirements (MER) is now open in the Assignment Interactive Module (AIM
II) for unit input. The 23-02 MER opened 22 July 2022 and closes on 15
August 2022. The Active Component Distribution Branch, Officer Readiness
Division Account Managers have received multiple 23-02 MER scrub
requests from units at the DMSL level across the force. There is still
plenty of time for unit G1s/S1s to coordinate with their respective

3. PCS PET TRANSIT DURING SUMMER MONTHS. In order to assist Service
Members and Families as they conduct overseas PCS moves this summer, US
Air Mobility Command has produced several products to help those
traveling with pets on the Patriot Express. Anyone conducting an
overseas PCS move is highly encouraged to read the AMC Pet Brochure and
the Patriot Express Alert Message from the AMC Commander, dated 15 July
2022. These documents will help passengers understand the risks of
traveling with a pet during the summer months and plan accordingly to

INSTRUCTION (DMI) JOB OPENINGS - ACS AND DIRECT HIRE OPPORTUNITIES. The
Department of Military Instruction seeks high-caliber active duty Army
officers, from all branches, in the grade of O-3 (YGs 14, 15, and 16)
and O-4 (YG08 and later) to serve as instructors within DMI. Officers
within DMI train, educate, and inspire the Corps of Cadets in the
foundational military competencies (shoot, move, communicate, train, and
lead) required to win in a complex world. DMI hires officers for 1-year
fully-funded ACS scholarship opportunities, as well as, direct hire
positions annually. Officers interested in applying to DMI should
submit applications NLT 20 AUG 22 for consideration in the AY23 DMI
Hiring Board held in SEP 2022 to begin graduate school (ACS Hires) or

NONCOMMISSIONED OFFICER RANKS ON DA FORM 2166-9 SERIES NCO EVALUATION
REPORTS, ISSUED: [7/22/2022 3:52:43 PM]. This message informs rating
officials and leaders on the proper procedures for using a “P”
identifier, when appended to a Non-Commissioned Officer (NCO) rank, for
completing evaluation reports, as the Army continues in transition from a
legacy NCO centralized selection board process to an NCO talent
evaluation board process. The “P” identifier will only be appended to an
NCO’s rank, for those NCOs selected for promotion, under a
semi-centralized promotion selection process or a legacy centralized
promotion selection process, that is, whose name is on a HQDA promotion
list. The NCO must also be assigned to, and performing duties in, an
authorized position for the next selected higher grade. Authorized use
of the “P” identifier appended to an NCO’s rank requires both criteria
be met. An NCO named on order of merit list (OML) as a result of a
