1. ARNG AND USAR SOLDIERS

2. JUNE 2020 DA FORM 31 WILL SUNSET ON 31 MARCH 2023. A new DA Form 31
was published in Sep 22. The Leaves & Passes Action Officer, HRC,
has asked that we advise the field that the DA Form 31 (Request and
Authority for Leave) dated June 2020 will have a sunset date of 31 March
2023. All Personnel and Finance Offices will not accept any previous

3. ARMY RESERVE CAREER GROUP (ARCG) USAR TPU OFFICER CAREER MANAGEMENT
NEWSLETTER AND S1 NET PAGE. The Army Reserve Career Group has developed a
newsletter with a planned monthly distribution to the USAR TPU officer
population (see Oct 22 newsletter in para 3 below). The newsletter will
provide basic career guidance to assist TPU officers in progressing
their careers and will be distributed to the TPU officer population by
their specific Career Managers. This newsletter will also be published
on the recently developed Army Reserve TPU Officer Career Management

HRC centrally manages RA and USAR AGR Soldiers’ attendance at the
Advanced Leader Course (ALC), Senior Leader Course (SLC), and Master
Leader Course (MLC). HRC only manages the Basic Leader Course (BLC)
attendance for the USAR AGR. Scheduling Methodology: Soldiers are
scheduled for training based on Army priorities and their current
standing based upon promotion points or order of merit list (OML). The
most current OML approved by Army G1 will be used as the primary
research for scheduling along with the scheduling priorities outlined in
this MILPER. Effective 1 October 2022, Soldiers attending a FY23
ALC/SLC course are now required to complete the new virtual learning
(VL) phase prior to attending the follow-on resident phase. There are
few exceptions where there is no VL course. Soldiers will be scheduled
in the ALC/SLC resident phase which will trigger a reservation in the VL
phase. It is mandatory that Soldiers complete the VL phase. Soldiers
will be cancelled from the resident phase if the VL phase is not
