1. AC OFFICER PROMOTION
LISTS FOR PIN-ON CEREMONIES – NOVEMBER. From HRC Officer Promotions: See
attached (at the following link) promotion lists (LTC/DC, 1LT, and CW2)
for November 2022 promotion ceremonies during Brown Out and Cut Over
(BOCO). Ceremonies are authorized to be conducted without orders per

2. DESIGNATION OF IRAQ AS A NON-CHARGEABLE REST AND RECUPERATION LEAVE
AREA, 14 NOV 22. The attached Assistant Secretary of Defense memorandum
for Commander, USCENTCOM, designates the land area of Iraq as a
non-chargeable rest and recuperation leave area for a 2-year period from

3. USAR ENLISTED EDUCATION POLICY (EEP) FOR NONCOMMISSIONED OFFICER
PROFESSIONAL DEVELOPMENT SYSTEM (CHG 1). This policy provides guidance
to maximize quota utilization by scheduling NCOs for their appropriate
Noncommissioned Officer Professional Development System (NCOPDS) course
in support of Army Directive 2019-15 for enlisted Soldiers in the USAR
as it pertains to the conduct of enlisted evaluation boards. Commands
are required to enroll NCOs in NCOPDS courses based on their category.
All categories that apply for NCOPDS consideration are explained further
in this document. The results of these centralized boards directly
impact the consideration for NCOPDS attendance and priority of

Program (CIP) is to provide a one-time temporary transition from the
Regular Army (RA) / United States Army Reserve (USAR) Active Guard
Reserve (AGR) to Individual Ready Reserve (IRR) to allow Soldiers to
pursue personal or professional growth outside the Army while providing a
mechanism for their return to active duty in their prior component. The

BROWNOUT AND CUTOVER (BOCO) FOR IMPLEMENTATION OF THE INTEGRATED
PERSONNEL AND PAY SYSTEM – ARMY (IPPS-A), ISSUED: [16 NOV 22]. This
MILPER message applies to promotion ceremonies for all Active Component
(AC), U.S. Army Reserves, Active Guard Reserve (USAR AGR), and U.S. Army
Reserve Non-Active Guard Reserve (USAR Non-AGR) impacted by the IPPS-A
Brownout from 10 Nov 22 to go-live (TBD). Effective immediately, during
BOCO, units may grant permission for Officers to conduct promotion
ceremonies if all promotion eligibility criteria are met per regulatory
guidance. Units will utilize the rosters posted on the MILSUITE site as
they are made available. These rosters were screened with static data
available prior to BOCO and do not constitute the replacement of a
