1. IPPS-A UPDATE: BROWNOUT
CONFIRMATION, 10 NOV 22. From the IPPS-A Team: “Thank you for your
continued support and engagement as we keep moving forward to IPPS-A
Release 3 (R3) Go-Live. We have some important updates and I ask that
you ensure widest dissemination of this message. We have received the
greenlight to proceed with Brownout and Cutover (BOCO). Legacy Human
Resources (HR) Systems will be shut off on 10 November 2022. Following
brownout, the cutover period will begin the conversion of our legacy HR
data into IPPS-A R3. Cutover will convert legacy HR system data for use
in IPPS-A R3 at Go-Live. While we remain in a conditions-based status,
units should prepare for R3 Go-Live as early as mid-December.” Visit the

2. LEADER DEVELOPER AWARD. From the Center for Junior Officers: This
annual award is designed to recognize top cadets and junior officers who
have demonstrated excellence in the “Develops Others” realm of
leadership. Army units, and the junior officers in them, represent
hundreds of small laboratories for leader development, with people
testing new ideas, activities, tools, and approaches. Identifying those
officers that are developing and employing effective leader development
practices or approaches, recognizing them, and sharing their insights is
something that can help inspire others and help improve leader

3. ARMY RESERVE PAY MESSAGE 22-25, GUIDANCE TO USAR COMMAND PAY MANAGERS
FOR INTEGRATED PERSONNEL PAY SYSTEM – ARMY (IPPS-A) RELEASE 3 (R3).
IPPS-A R3 focuses on consolidation of multiple Human Resource (HR)
systems containing personnel data into IPPS-A. This process begins
during brownout/cutover on 10 November 2022. During this time, legacy
HR systems will be “offline” and as such, will no longer update or
transact data into pay management systems. During brownout/cutover,
data within legacy HR systems will be merged and/or converted to IPPS-A
and IPPS-A will become the single source system for all personnel data

b. FY23 BEST CBRN WARRIOR COMPETITION. The Best CBRN Warrior
Competition is a competition that gives recognition of excellence to the
best CBRN Warrior Team of the US Army Chemical Corps. The
competition's objectives are to promote esprit-de-corps, to instill
pride in the Corps, and to reinforce essential elements of mission
readiness, discipline, and individual excellence. The 2023 Best CBRN
Warrior Competition will take place from 17-21 April 2023 at Fort

EXECUTION OF ARMY TEMPORARY (BREVET) PROMOTION PROGRAM, ISSUED:
[11/7/2022 5:41:50 PM]. This message describes the procedures to
nominate and recommend the temporary promotion of officers to the grade
of O3/Captain through O6/Colonel when selected to fill a position on the
approved Secretary of the Army (SECARMY) Critical Position List. The
2nd Quarter (23-02 cycle) Temporary Brevet Promotion Panel is
tentatively scheduled to convene in March 2023. Unit submission of

DURING IPPS-A BROWN-OUT CUT-OVER (BOCO), ISSUED: [11/8/2022 12:35:03
PM]. The intent of this message is to disseminate information on recent
changes to the IPERMS Record Review Tool (RRT) to perform PRRs during
IPPS-A BOCO. The field will continue to execute Personnel Records
Reviews (PRRs) using record brief from RCMS-R (USAR) and record brief
from RCMS-G (ARNG). For Active Component, the latest record brief can
be uploaded or the one from the last PRR recorded using instructions
found on the S1NET.
On 16 December 2022, the record brief requirement is no longer required
to initiate a PRR in the IPERMS Record Review Tool (RRT). A MILPER
