2. ARMY RESERVE FLAG SNAPSHOT DECEMBER 2022. The Army Reserve Flag
snapshot for the month of December is attached. Be advised that the
increase in Flags is being addressed by the IPPS-A Team and will be

3. (USAR) FY23 STRATEGIC BROADENING SEMINAR ENROLLMENT CLOSED. FY23
Strategic Broadening Seminar Enrollment closed 30 December 2022. The SBS
board will convene 09-12 January 2023. The results will be available

(WOHF) NON-RESIDENT FELLOWSHIP. Applications are being accepted for the
2023 WOHF Non-resident Fellowship. 2023 will be the third year the WOHF
will offer a fellowship and the first year the eligibility criteria will
be broadened (CW3-CW5, Any component, Any branch, Bachelor’s Degree).
The 2023 Fellow will help creatively tell the continuing story of the
preeminence of the Warrant Officer Cohort, while helping the Foundation

a. MILPER MESSAGE 23-004, PERSONNEL POLICY GUIDANCE IN SUPPORT OF
ARMY WIDE PREPAREDNESS AND RESPONSE TO PERMANENT CHANGE OF STATION
SUMMER SURGE AND TRANSPORTATION CONSTRAINTS, ISSUED: [1/4/2023 3:28:45
PM]. This message applies to active Army Officer and Enlisted Soldiers
on assignment with report dates of 1 April 2023 through 30 September
2023 stationed in the continental United States (CONUS). Due to
transportation industry capacity constraints during fiscal year 2023
(FY23) Summer PCS season, local commanders in the rank/grade of (COL/O6)
or above may approve requests for Soldiers to have report dates to
their new duty station adjusted up to 30 days early and up to 30 days
later than the published report date on orders. See the message for

b. MILPER MESSAGE 23-005, ANNOUNCEMENT OF BRANCH TRANSFER PROCESS
FOR ARMY RESERVE ARMY MEDICAL DEPARTMENT (AMEDD) OFFICERS, ISSUED:
[1/5/2023 10:01:30 AM]. In order to minimize the number of AMEDD
officers separated due to twice being non-selected (2XNS) for promotion.
USARC provides USAR AMEDD officers a clear and concise branch-transfer
process, to retain officers via branch transfer into basic branches.
This MILPER message applies to all USAR AMEDD officers; however, Medical
Service (MS) officers are in an unprecedented over-strength status.
Consequently, hundreds of MS officers face separation from the Army
Reserve within the next 5 years due to an excess of over 685 (203%)

c. MILPER MESSAGE 23-006, ACADEMIC YEAR 2023, STRATEGIC MEDICAL
LOGISTICS FELLOWS PROGRAM (SMLFP), ISSUED: [1/5/2023 10:49:29 AM]. This
message provides general information, eligibility and application
requirements for the Army’s selection to the SMLFP. The SMLFP is a
competitive one-year program that requires a 2-year utilization
assignment upon completion of the program. The intent of the SMLFP is to
develop and train qualified Soldiers within the 68J, 68A, 67E, 70B,
70K, and 670A career fields as medical logistics strategic enablers
throughout the Army Medical Logistics Enterprise. Application packets
are being accepted starting on 09 January 2023. The deadline for
submitting a packet will be 24 February 2023. The Selection Panel

document name instead of a serial number. When downloading OMPF records
