1. BLENDED RETIREMENT
SYSTEM (BRS) CONTINUATION PAY (CP) CALENDAR YEAR 2025 (CY25)
IMPLEMENTATION PLAN, 22 MAR 23. This memo establishes the planned
eligibility, amounts, and roles and responsibilities in support of the
Regular Army (RA) CY25 CP program. It applies to RA Soldiers who are
covered under the BRS. Of note in this planned policy is that the
eligibility will change to having completed eight and no more than nine
years of service, as computed from the Soldier’s pay entry base date.
CP will also vary based on Major (O-4), Non-Commissioned Officer (NCO),
and Chief Warrant Officer 3 (CW3) strength shortages as outlined in

2. UPDATE TO DA FORM 4856 (DEVELOPMENTAL COUNSELING FORM). An update to
the Developmental Counseling Form (DA Form 4856) is now available on APD
and attached at the following link. The new form is dynamic and leaders
can select an appropriate template to guide the session based on the
type of counseling required. Templates are user friendly, intuitive, and

3. DESIGNATION OF THE LAND AREA OF BURKINA FASO FOR IMMINENT DANGER PAY,
29 MAR 23. From the ASD M&RA: This memorandum designates the land
area of Burkina Faso, effective February 1, 2022, as an imminent danger
pay (IDP) area. Military personnel entitled to basic pay under section
204, or compensation under section 206 of title 37, United States Code,
who are on duty in the designated land area during any month or portion
of a month in which this designation is in effect, and are qualified in
all other respects, may be paid IDP at a rate of $225 per month,

4. SOLDIER SUSPENSE TO SIGN ALL PENDING FY21 AND FY22 TUITION ASSISTANCE
REQUESTS IN THE UPGRADED ArmyIgnitED. From Army ACCESS: Tuition
Assistance Requests cannot be processed without soldier signature.
Soldiers must go into their upgraded ArmyIgnitED account to check for
and sign any pending TA requests for previously taken courses before
they can be processed. There may be TA requests for courses taken in
FY21 and FY22 that were imported into Soldiers’ accounts or created by
Education Centers. Without this signature, Academic Institutions
(schools) will not be able to invoice the Army, creating an outstanding
student balance on Soldiers’ school accounts. To ensure processing and
payment, please log into your ArmyIgnitED account and sign these pending

a. USING ACCESSIONS TAB WITHIN IPPS-A TO UPDATE STRIPES FOR BUDDIES
REFERRAL. Has anyone started using the add new Buddy ID under
Accessions Tab within a Soldiers profile within IPPS-A? Just curious if
by using this Add a new Buddy ID can be used to reflected the referral
credit. I know the current PPOM 23-006a says to use a PAR but could this

a. SEPARATION AND TRANSFER ASSIGNMENTS JOB AID AS OF 27 MAR 2023.
Separations and transfers occur when a Member with an active record
resigns, discharges, or retires. Separation moves a Member to an
inactive HR status and terminates pay effective the date of separation
or retirement. Separations are voluntary or involuntary. Retirements

d. MILPER MESSAGE 23-121, ARMY COVID-19 VACCINE RECISSION, ISSUED:
[3/29/2023 11:27:09 AM]. On 24 February 2023, Secretary of the Army (SA)
Christine E. Wormuth signed a memorandum rescinding all Department of
the Army policies specifically associated with the implementation of the
COVID-19 vaccination mandate. The Army is committed to the health and
welfare of our Soldiers. We will continue to promote and encourage
vaccinations for all personnel to ensure readiness, facilitate mission
accomplishment, and protect our force. On 7 March 2023, HQDA issued
EXORD 174-23, (COVID-19 POST-MANDATE RECISSION OPERATIONS). HRC will
send individual emails to each identified Soldier to inform them that
HRC personnel, along with the Soldiers’ unit, is reviewing documents in
their Army Military Human Resources Record (AMHRR) in accordance with
(IAW) the SA’s directive and EXORD 174-23 by 6 April 2023. HRC, IAW
