3. TRANSITION FROM VOLUNTEER LOGICAL ACCESS CREDENTIAL (VOLAC) TO NIPRNET) ENTERPRISE ALTERNATE TOKEN SYSTEM (NEATS) FOR VOLUNTEERS. FROM HRC SOLDIER PROGRAMS AND SERVICES: Effective 21 March 2024, authorized volunteers will no longer be issued a Volunteer Logical Access Credential (VoLAC) ID card for computer access. They will now be issued a Non-classified Internet Protocol Router Network (NIPRNet) Enterprise Alternate Token System (NEATS) token.
