This message provides procedural guidance for the 4th QTR, Fiscal Year
(FY)24 Voluntary Transfer Incentive Program (VTIP). Army Competitive
Category (ACC) officers may submit a DA Form 4187 requesting Branch or
Functional Area (FA) transfer from 3 May 2024 – 10 June 2024. Officers
selected for a branch/functional area transfer under this program will
incur Permanent Change of Station (PCS) and training Active Duty Service
Obligations (ADSO) to be served in the approved branch/functional area.
Officers who do not meet IN/OUT guidance may seek an exception under
paragraph 7d in this MILPER. This VTIP will use the AIM2 application
process for those who meet the criteria contained in the IN/OUT chart.
This VTIP aligns with Army Talent Alignment Process (ATAP) 25-02 cycle.
Officers forecasted to move in the ATAP 25-01 movement cycle are
ineligible to apply unless they are moving to PME and their basic branch
concurs with the move. There is no ETP for this requirement. The next
VTIP application period will align to ATAP 26-01 and will open
approximately mid-October 2024. For clarity as the Army transitions to
IPPS-A, the panel will rely on your submitted documents, comments from
the current and requested branch or functional area, and documents in
your AMHRR / iPERMS. Per MILPER Message 23-367, the Panel will be
provided your legacy Officer Record Brief (ORB).
