BLUF: The Middle Enlisted Cryptologic Career Advancement Program (MECCAP) is a three-year work/study program designed to further develop the technical and managerial skills of selected middle-career enlisted personnel through advanced formal training and individually planned operational assignments at the National Security Agency (NSA).
