bluf: This MILPER message describes the specific eligibility criteria to allow officers to request to defer promotion consideration for (opt-out of) the FY25 Army Competitive Category (ACC) Colonel (COL) Promotion Selection Board (PSB). This only applies to officers in the In Zone (Primary Zone) of consideration. Officers may submit their request to opt-out from 12 August through 13 September 2024. Requests received after 2359 hours EST on 13 September 2024 will be returned without action
