1. FM 4-0, SUSTAINMENT OPERATIONS, 14 AUG 24. From MG Michelle K. Donahue, CASCOM/SCoE CG: “Great News!  I have attached a copy (available at the following link) of the newly published FM 4-0, Sustainment Operations dated 14 August 2024.  As you know, FM 4-0 was developed in collaboration with subject matter experts across the Army and the Sustainment enterprise… This manual is nested with FM 3-0, Operations, and captures the essence of what the sustainment warfighting function must do to enable freedom of action, extend operational reach, and prolong endurance in multidomain operations in a contested environment.  FM 4-0 provides doctrine that addresses how the elements of the sustainment warfighting function conduct sustainment operations throughout the Army Strategic Contexts of competition, crisis, and armed conflict with specific emphasis on large-scale combat and the Army's operational concept of multidomain operations.  FM 4-0 places emphasis on contested logistics and efficiencies (decision dominance, autonomous distribution, demand reduction, advanced power, maritime operations) and adds predictive logistics as a means to precision sustainment.  Finally, FM 4-0 discusses sustainment tasks, integration, and synchronization at the national strategic, theater strategic, operational, and tactical levels of warfare.”  https://www.milsuite.mil/book/docs/DOC-1335494

 

 

2. (REMINDER) BLENDED RETIREMENT SYSTEM (BRS) CONTINUATION PAY (CP) – CALENDAR YEAR 2024 GUIDANCE. This is a reminder to Soldiers and leaders that BRS CP, during CY24, is currently available for Soldiers with between 8 and 12 years of service measured from their Pay Entry Basic Date (PEBD).  It applies to Regular Army (RA), Army National Guard (ARNG)/Army National Guard of the United States (ARNGUS), the United States Army Reserve (USAR) Soldiers who are covered under the BRS. In CY25, BRS CP criteria will change significantly and only be available for Soldiers enrolled in BRS, who have completed eight but no more than nine years of service (which is only a 12 month period). Soldiers who have currently completed eight years of service, and who will be between nine and twelve years of service on 1 Jan 25, who have not applied and received approval for CP, will no longer be eligible. These Soldiers need to make a decision on requesting CP this CY, or miss the chance to do so.  Recommend these Soldiers review the policies at the following link. This message outlines selection criteria for the U.S. Army Sergeants Major Academy (SGM-A) Class 76, for U.S. Army Reserve Active Guard Reserve (USAR AGR) and Individual Mobilization Augmentee (IMA) Soldiers. The Fiscal Year 2024 (FY24) Master Sergeant (MSG) Evaluation Board order of merit list (OML) will inform selection by career progression MOS (CPMOS). This MILPER message describes the specific eligibility criteria to allow officers to request to defer promotion consideration for (opt-out of) the FY25 Army Competitive Category (ACC) Colonel (COL) Promotion Selection Board (PSB). This only applies to officers in the In Zone (Primary Zone) of consideration. Drill Sergeants play a critical role in the training and development of the Army’s future Soldiers. The negative impact of deletions, deferments, and no-shows of Soldiers on assignment to the Drill Sergeant Academy and Drill Sergeant assignments continue to hamper the Army’s ability to provide the force with trained, ready, and deployable Soldiers. It is critical that leaders at echelon not only assist in reducing deletions, deferments, and no-shows, but also encourage NCOs to become Drill Sergeants.
