1. SGLI COVERAGE--SEPARATING FROM SERVICE/TRANSFERRING TO IRR. From Office of the Secretary of Defense, Military Compensation Policy:  It has been brought to OSD’s and VA’s attention that some service members are being advised to cancel their Servicemembers’ Group Life Insurance (SGLI) coverage prior to separating from service or transferring to the IRR.  This guidance should not be given as it is detrimental to the member.  SGLI coverage continues at no cost to the member for 120 days following separation and the member must have SGLI when they separate or transfer to the IRR to be eligible for the SGLI Disability Extension, which extends SGLI for up to two years at no cost to the member, or Veterans’ Group Life Insurance, which provides renewable term insurance.  If they are instructed to decline SGLI, they will not be eligible for the SGLI Disability Extension or VGLI and they will not have the free 120-day post-separation coverage.  This could potentially result in the member beingunable to obtain life insurance coverage, particularly if they have any existing health conditions. https://www.milsuite.mil/book/docs/DOC-1342954

     a. ALARACT 082/2024, BASIC ALLOWANCE FOR SUBSISTENCE, DTG: R 301355Z SEP 24. The purpose of this message is to clarify the policy for BAS. Each member of a uniformed service who is entitled to basic pay is entitled to full BAS, except for enlisted members during basic training. All members will pay for any meals the government furnishes while they are also entitled to BAS. Enlisted members attending accession pipeline military training are entitled to BAS. Upon completion of basic training, Army Military Pay Offices (AMPOs) at the Soldiers basic training location will start the Soldier’s BAS. This includes Soldiers attending One Station Unit Training (OSUT) after the Soldier has completed the 10th week of training. Those who are in Essential Unit Messing (EUM) status while in AIT will have meals deducted from the Soldier’s pay account.  AMPO directors must coordinate in- and out-processing procedures with the units serviced to ensure all Soldiers are arrived to and departed from the training locations. Increasing numbers of Soldiers who have arrived at their first permanent duty station remain assigned to one of their initial military training locations. Mandatory Department of the Army (DA) promotion selection boards will convene on or about 22 Jan 25 to consider eligible Majors (MAJ) on the Reserve Active Status List (RASL) for promotion to Lieutenant Colonel (LTC). The boards will recess on or about 7 Feb 25. Selective Continuation (SELCON) boards may convene at the conclusion of the FY25 RC, LTC, APL, PSBs to consider those officers two or more times non- selected for promotion as a result of this board.

S1NET 27 Sep 24 Special Message - My Board File

1. MyBoardFile (MBF) is changing beginning in October and will replace how board members view files during promotion and evaluation boards. US Army Human Resources Command, in support of Army Talent Management and Data Accuracy efforts, modernized the Army Selection Board System. This includes Eligibility, My Board File and Voting capabilities for the total Army, regardless of component.

 

2. MyBoardFile is a Soldier’s link and input into the board process.  MyBoardFile then mirrors to The Army Selection Board System v2.0 (ASBS2), which is the system used by board members voting files during a promotion or evaluation board. Soldiers will now see exactly what voters see. Soldiers will always have access to their MyBoardfile, not just during the board process.  Additionally, data on MyBoardFile is linked to IPPS-A, the source document for all HR Data. Soldiers can view their data and work with their S-1 to update IPPS-A to ensure their MyBoardFile and board eligibility are correct.  Soon, Soldiers will have a direct link to their Career Managers through MyBoardFile to validate and update any additional data within their MyBoardFile.

 

3. One other big change with the board process is the Record Brief.  Previous versions of the record brief will be replaced with live IPPS-A data on Candidate Information Cards. These cards provide a summary for board members and are viewable on MyBoardFile for Soldiers to review and validate. 

 

4. Data accuracy is Critical to this system. If you or your Soldiers have eligibility information that is incorrect, they will not be considered eligible for a board. That’s why it is vitally important to validate and correct IPPS-A data elements. Work with your local S-1 to get updates posted as soon as possible."

 

5. Attached at the following link are two files to help Soldiers and S1s navigate the MBF. The MBF Soldier Demonstration 9-25-2024 is a guide to help orient users to the new My Board File (MBF). Beginning 1 September, DFAS launched the new eUCFR, giving Commanders and S1s a better tool to understand Soldier pay issues.  In 1QTR, FY25, the DA Secretariat will start using ASBS 2.0, which will significantly increase the transparency of the board process to the Soldier.  iPERMS will release updates to include auditability tools to reduce workload in identifying Soldier readiness documents, assist in automated batch processing, and align supporting documents with Soldier data in IPPS-A.      c. eUCFR- Enhanced Electronic Unit Command Finance Report: Historically, the Army has struggled with eUCFR certification (only ~55% of units regularly certify their eUCFR), which leads to pay problems in the field. Effective 1 September, DFAS launched the Enhanced Electronic Unit Command Finance Report (eUCFR). This enhanced eUCFR is an attempt to improve the certification experience for commanders.

 

 

     d. MyBoardFile Updates: MyBoardFile (MBF) is changing beginning in October and will replace how board members view files during promotion and evaluation boards. Updating the board systems is finally here. US Army Human Resources Command, in support of Army Talent Management and Data Accuracy efforts, modernized the Army Selection Board System. This includes Eligibility, My Board File and Voting capabilities for the total Army, regardless of component. MyBoardFile is a Soldier’s link and input into the board process.  MyBoardFile then mirrors to The Army Selection Board System v2.0 (ASBS2), which is the system used by board members voting files during a promotion or evaluation board. Soldiers will now see exactly what voters see. Once implemented, Soldiers will always have access to their MyBoardfile, not just during the board process.

 

 

     e. iPERMS Duplicate Batches. Please avoid resubmitting batches to iPERMS, as this can create duplicate document cases and slow down the processing of all batches. Before resubmitting, the scan operator (SO) should generate a batch originator report to check the status of any previous batches.

 

 

     f. BAH and OHA Recertification. ALARACT 071/2024 was recently published providing guidance for the Basic Allowance for Housing (BAH) and Overseas Housing Allowance (OHA) Recertification Program. Upon arrival at a new permanent duty station, each Soldier authorized a housing allowance for a dependent must recertify the status of the dependent to support a housing allowance on the dependent’s behalf. Additionally, Soldiers must recertify BAH and OHA annually, as part of the annual personnel and finance records review. Beginning in October, IPPS-A will release functionality that will automate the BAH recertification process.
