a. Key Points from the TAG SGM: From the Junior Promotions Desk: For 01 Sep 2024 and 01 Oct 2024 junior enlisted promotions, some Soldiers may have been erroneously selected for promotion due to an automation flaw within the IPPS-A business rule that awarded an erroneous number of promotion points for their Resident Military Education. The Soldier / Unit S1 / are not at fault as it relates to these erroneous promotion points applied to the Resident Military Education. The automation flaw within the business rule is still not fixed which will potentially cause the same issue next month. I ask S-1s to audit Soldiers records that have an inflated duration of hours on their resident military education. HRC is awaiting policy guidance from Army G1 / DMPM, as it relates to which agency will facilitate Demotion PARs.
b. MyBoardFile Updates. As you view your MBF, it is important to remember: data accuracy is critical to this system. If you or your Soldiers have eligibility information that is incorrect, they will not be considered eligible for a board. That’s why it is vitally important to validate and correct IPPS-A data elements. Some current TTPs to update information in MBF are provided in this TAG Sends.
c. Frocking Procedures to 1SG and SGM. The Army is currently allowing ETPs for frocking in the rank of SFC to 1SG and MSG to the rank of SGM. However, HRC Enlisted promotions has identified an incorrect processing of the frocking actions. Units are going into IPPS-A and creating a PAR that is laterally promoting the Soldier to 1SG or SGM. This changes the service members GED and Rank within IPPS-A, which will impact the Soldier’s eligibility for future evaluation boards and possible skip in promotion to that next rank.
d. DA Form 5960 in iPERMS Personnel Record Review. As part of the annual iPERMS Personnel Records Review (PRR), Soldiers are required to recertify their entitlement to Basic Allowance for Housing (BAH) annually by completing a new DA 5960 and upload the new DA 5960 and key supporting documents to iPERMS IAW AR 637-1.
e. eUCFR Commander’s Guide. Request your assistance in emphasizing monthly eUCFR certification to commanders. The eUCFR must be certified NLT the 10th of the month. August 2024 was the first month of the enhanced eUCFR, and certification rates rose slightly from its historical levels, but still averaging around 60%. Looking closely at the remaining 40% who did not certify, we see that ~5% began the process but did not complete certification, while ~35% did not attempt to open their eUCFR at all. If commanders are experiencing challenges logging in or getting access, please contact Ms. Montero-Olmeda, katherine.montero-olmeda.civ@army.mil. Taking the time to review, understand, and certify the eUCFR will reduce pay challenges in the field.
f. Clarifying Soldier Accountability during PCS. The departing command is responsible for accountability of a Soldier through PCS leave until the Soldier either arrives at their gaining organization or the Soldier’s report date, whichever is earlier. If an event such as confinement of the Soldier occur during PCS leave, the commander of the losing unit is responsible for the accountability of the Soldier and reporting the applicable duty status in IPPS-A. A Soldier’s gaining unit is responsible for accountability from either the arrival date to the unit or from the report date, whichever is soonest.

The purpose of ODP is to provide a special pay in recognition of the greater than normal rigors of operational deployments. All Soldiers in pay grades E–1 through O–6 who are entitled to basic pay and who meet all eligibility criteria in paragraph 5, this message, are eligible to be paid ODP for the period the Soldier is deployed away from their permanent duty station (PDS)/home station on an approved deployment lasting over 60 consecutive calendar days. The payment of Assignment Incentive Pay–Operational Deployment will stop effective 1 October 2024, for the reason that a member cannot be paid multiple assignment and special duty pays for the same purpose and period of service.
