S1NET Message Summary - 9/24/2024

1. TAG SENDS: eUCFR, MYBOARDFILE, HSM UPDATES, iPERMS, BAH RECERT, AND IPPS-A TRAINING. From BG Adam D. Smith, The Adjutant General of the Army: “Teammates, Over the past 60 days, I had the opportunity to visit with many of our key HR community leaders and partners. This included discussions with Division and Corps G1s at the Army People Synchronization Conference, visiting with G1 Leaders at the USASOC G1 Roundtable, meeting with DFAS and MILPAY stakeholders, and visiting the incredibly talented and dedicated IPPS-A team. It’s valuable to understand the impacts within your organizations and explore how we can help develop strategies and support commander’s decisions within your organization.  I’ve seen firsthand the positive impact you make within your footprint and across the Army.  Your tireless efforts are important, and I’m inspired by your steadfast support for our Soldiers and their Families.” Some key points from this TAG Sends follow. See the entire message at the following link. https://www.milsuite.mil/book/docs/DOC-1341696

     a. Voting Assistance Program. “I want to emphasize the importance of the Voting Assistance Program.  As we approach election season, ensuring every Soldier has the opportunity to vote, is crucial. Please use the Federal Voting Assistance Program, available resources, and the FVAP website, https://www.fvap.gov/, for information on requesting absentee ballots, deadlines, and other voting tools. I encourage you to exercise your right to vote.”

     b. Key Points from the TAG SGM: “Change is evident and I am excited about what’s to come. Beginning 1 September, DFAS launched the new eUCFR, giving Commanders and S1s a better tool to understand Soldier pay issues.  In 1QTR, FY25, the DA Secretariat will start using ASBS 2.0, which will significantly increase the transparency of the board process to the Soldier.  iPERMS will release updates to include auditability tools to reduce workload in identifying Soldier readiness documents, assist in automated batch processing, and align supporting documents with Soldier data in IPPS-A. The moment of change is upon us.”

     c. eUCFR- Enhanced Electronic Unit Command Finance Report: Historically, the Army has struggled with eUCFR certification (only ~55% of units regularly certify their eUCFR), which leads to pay problems in the field. Effective 1 September, DFAS launched the Enhanced Electronic Unit Command Finance Report (eUCFR). This enhanced eUCFR is an attempt to improve the certification experience for commanders.

     d. MyBoardFile Updates: MyBoardFile (MBF) is changing beginning in October and will replace how board members view files during promotion and evaluation boards. Updating the board systems is finally here. US Army Human Resources Command, in support of Army Talent Management and Data Accuracy efforts, modernized the Army Selection Board System. This includes Eligibility, My Board File and Voting capabilities for the total Army, regardless of component. MyBoardFile is a Soldier’s link and input into the board process.  MyBoardFile then mirrors to The Army Selection Board System v2.0 (ASBS2), which is the system used by board members voting files during a promotion or evaluation board. Soldiers will now see exactly what voters see. Once implemented, Soldiers will always have access to their MyBoardfile, not just during the board process.

     e. iPERMS Duplicate Batches. Please avoid resubmitting batches to iPERMS, as this can create duplicate document cases and slow down the processing of all batches. Before resubmitting, the scan operator (SO) should generate a batch originator report to check the status of any previous batches.

     f. BAH and OHA Recertification. ALARACT 071/2024 was recently published providing guidance for the Basic Allowance for Housing (BAH) and Overseas Housing Allowance (OHA) Recertification Program. Upon arrival at a new permanent duty station, each Soldier authorized a housing allowance for a dependent must recertify the status of the dependent to support a housing allowance on the dependent’s behalf. Additionally, Soldiers must recertify BAH and OHA annually, as part of the annual personnel and finance records review. Beginning in October, IPPS-A will release functionality that will automate the BAH recertification process.

     g. IPPS-A Training. The Drive the Change Teams Channel provides the latest updates and Over the Shoulder Support (OTSS), reinforcement training, and new release discussion.
