S1NET Message Summary - 2/21/2025

1. IPPS-A UPDATES: VALIDATING PREFERRED METHOD OF CONTACT IN IPPS-A, DIGITAL GARRISON QR CODE, ACCURACY OF ASSIGNMENT HISTORY DATA, PAID/ITG USER GUIDE, YMAV/SABIR UPDATE, MARKETPLACE, RESOURCES.      a. VALIDATING PREFERRED METHOD OF CONTACT IN IPPS-A. On 25 January 2025, IPPS-A began providing Army Training Requirements and Resources System (ATRRS) with the email addresses that Soldiers have identified as their primary or “preferred” addresses in IPPS-A.  In the future, this preferred email address will be what ATRRS uses as another avenue for communicating important school notifications. If your Soldiers wish to add a preferred email address for ATRRS to send reservation notifications to, please have them log into IPPS-A and make sure the right email is entered.

 

 

     b. DIGITAL GARRISON QR CODE. Last year, we leveraged Soldier feedback to develop more user-friendly orders produced by IPPS-A.  These updates have helped remove unnecessary administrative burdens for Soldiers. Among these improvements was the addition of a Digital Garrison QR Code to orders.  Soldiers can use their mobile devices to scan the code and access more tailored, specific information about their installation.

 

 

     c. ACCURACY OF ASSIGNMENT HISTORY DATA. With previous legacy systems, Soldiers would simply have HR Pros adjust their assignment history (e.g., revocations) if it was not accurate.  Because IPPS-A is an integrated system, doing this now could negatively affect a Soldier’s pay and benefits. Therefore, encourage your Soldiers to ensure their Assignment History, Arrivals, and Departures are reflected accurately in IPPS-A from the beginning to avoid any issues.

 

 

     d. PAY-ABSENCES-INCENT-DED (PAID) AND IN-TRANSIT GRID (ITG) USER GUIDE.  We have released an updated version of the PAID and ITG User Guide.  This version includes more accurate and up-to-date information, visuals, and resources, to help your Soldiers navigate PAID tile and ITG actions.

 

 

     e. YEAR-MONTH AVAILABLE TO MOVE (YMAV)/SERVICE FOR ANALYTICS AND BUSINESS INTELLIGENCE REPORTS (SABIR) UPDATE. Please let your Soldiers know that IPPS-A has enhanced SABIR.  Though the assignment end date still displays, it is no longer used as a loss predictor; instead, YMAV data is incorporated into the SABIR strength projection logic.  A Soldier is projected as a loss in the month their YMAV will expire. 

 

     f. MARKETPLACE. The IPPS-A marketplace for the 26-01 Enlisted Manning Cycle closes 18 March 2025 at 11:59 p.m. GMT. To input their preferences, they should go to https://hr.ippsa.army.mil/, go to the Talent Management (TAM) Soldier Workcenter tile, then select “Closed Marketplace Preferences.” Please encourage your Soldiers to select several assignments in order of preference.

     a. 2025 U.S. ARMY RETIREMENT PLANNING GUIDE. S1NET Message Summary - 2/12/2025

1. THE ADJUTANT GENERAL (TAG) SENDS: FEB 25. From BG Adam D. Smith, The Adjutant General of the Army:  “It has been two months since ASBS 2.0 went live and we have improved the Promotion/Selection Board process and MyBoardFile.  ASBS2 and MyBoardFile are having a large, POSITIVE impact across all Components.      a. KEY POINTS FROM THE TAG SGM: Teammates, We need your help with IPPS-A transactions for frocking to 1SG or SGM.  There have been multiple instances where Soldiers who are frocked to 1SG and/or SGM are being erroneously promoted in IPPS-A.  While commanders (COL/O6 and above) may authorize Soldiers in the rank of SFC to be frocked to 1SG and Sergeant Major Management Division (SMMD)/Human Resources Command (HRC) will generate a memorandum authorizing the frocking of MSGs to SGM, things like ID cards, personnel data systems, and pay/entitlements will not be changed to reflect the frocked rank. Soldiers should not change the rank entry date (RED) or the grade entry date (GED) in IPPS-A to the effective date of the frocking nor should they add a frocked rank. No frocking actions should be completed as a promotion in IPPS-A. THESE ERRONEOUS PROMOTIONS CAN NEGATIVELY IMPACT ACTUAL PROMOTIONS FOR SOLDIERS.

 

 

     b. ERS LOOKUP FOR MBF USAGE AND ELIGIBILITY FOR G1/S1. HRC Evaluations Branch developed an updated Board Lookup Tool in the Evaluation Entry System (EES) to provide HR Professionals visibility on board eligible population by promotion and selection board.  This tool is searchable to DML, DMSL, or UIC and is in a DASHBOARD TAB on the Evaluations Reporting page. This is our first attempt to link IPPS-A, Boards, and Evaluations information.

 

 

     c. AWARD AND DECORATIONS BRANCH UPDATE. The Awards and Decorations Branch (ADB) is beginning preparations for the Distinguished Service Medal (DSM) submission season, which runs from February to May. Please remember to start the award early, as a board by-pass memo will only be accepted by the VCSA’s Office if endorsed by a Lieutenant General. DSMs are processed outside IPPS-A and are still submitted on a DA Form-638. The current average processing time for a DSM from submission to the Proposed Presentation Date (PPD) is 40 days.      d. MILPAY TRANSITION UPDATE. The Military Pay (MILPAY) team continues to work with Defense Finance Accounting Service (DFAS) and HQDA G-1 Functional Management Division (FMD) to help HR Professionals prepare for additional MILPAY responsibilities as Army Military Payroll (AMP) is built out in IPPS-A.  To facilitate improved MILPAY delivery in this hybrid pay environment, a MILPAY Unit Scorecard is in development to help illuminate MILPAY proficiency and instill a culture of auditability by command.

 

 

2. TRANSITION ASSISTANCE PROGRAM (TAP) NEWS RELEASE. TAP Talk – Episode 14 premiered on February 12, 2025, at 1000 (EST).
