1. DCIPS AND CASUALTY OPERATIONS TRAINING FOR ALL MSCs AND RAF UNITS. From the USAREUR-AF G-1 HROC Casualty Operations Team: The HROC conducts biweekly Defense Casualty Information Processing System (DCIPS) training every 1st and 3rd Wednesday of the month, via TEAMS, for all MSCs and RAF units.  The next training session is scheduled for Wednesday, May 7th at 1430 CEST.  The training is designed for BDE level and higher, however, all are welcome to participate. DCIPS is the primary tool authorized by DoD for official casualty reporting across all services. This training equips HR Representatives with the concepts of casualty operations within the European Theater for both peacetime and in the event of a crisis. MILPER 25-138 Participant Instruction for the Fiscal Year 2025 (FY25) Army Active Component (AC) Judge Advocate General’s Corps (JAGC) Senior Service College (SSC) Board Zone Message

1.  This MILPER message expires NLT 18 April 2026 

2.  This message announces three major changes to the Army Active Component (AC) Judge Advocate General’s Corps’ (JAGC) process to identify officers for Senior Service College (SSC) attendance, and every officer should understand the ramifications in their own individual careers. 

a.  Officers must opt into consideration for attendance at SSC. Any officer who does not opt-in will not be considered. See paragraph 5 below. 

b.  The FY25 Army AC JAGC SSC Board will designate Principal and Alternates.  The JAGC will not publish the Principal and Alternate list; however, the Principal and Alternate lists will be used to slate officers.  The Office of the Judge Advocate General (OTJAG) Talent Management Office (TMO) will identify available officers.  The Judge Advocate General (TJAG) will slate available officers to school until all allocated quotas are exhausted or the end of the OML is reached.   This ensures the best qualified and available officers attend SSC each year.

ALARACT 037/2025 ENTRY-LEVEL STATUS

2. (U) Purpose: In accordance with references 1.a. and 1.b., this message announces an exception to Army policy that defines when enlisted Soldiers are in an entry-level status pursuant to reference 1.d. This exception to policy remains in effect until reference 1.b. expires or reference 1.d. is revised and published. Reference 1.c. has already been revised and published. The provisions of this message apply to Regular Army, Army National Guard/Army National Guard of the United States, and U.S. Army Reserve enlisted Soldiers.

3. (U) Policy: Effective immediately, pursuant to reference 1.b. (available at https://armypubs.army.mil/ under Publications > Administrative > Principal Officials’ Guidance), an exception to policy is approved regarding the definition of entry-level status in reference 1.d. Upon enlistment, a Soldier qualifies for entry-level status during––

ALARACT 035/2025 ARMY IMPACT LEVEL 6 (CLASSIFIED INFORMATION UP TO SECRET) MIGRATION TO DISA DOD365-SECURE TENANT

(U) Purpose: This ALARACT is to notify U.S. Army Commands (ACOMs) to migrate all instances of Impact Level 6 (IL6) SharePoint and file shares to the single Department of Defense 365 Secure (DoD365-SEC) cloud environment managed by the Defense Information Systems Agency (DISA).

(U) Background: In accordance with references 1.c. and 1.d., the Army will implement cloud migration efforts across data repositories to gain efficiencies, improve decision making, and leverage emerging technologies to support ongoing operations and modernization efforts. ALARACT 034/2025 SGM LARRY L. STRICKLAND EDUCATIONAL LEADERSHIP AWARD FOR CALENDAR YEAR 2025

(U) Purpose: The Sergeant Major (SGM) Larry L. Strickland Educational Leadership Award (SELA) is a non–federal award of the Association of the United States Army (AUSA). This award honors the memory of SGM Larry L. Strickland (Deputy Chief of Staff (DCS), for Army Personnel Sergeants Major); a victim of the September 11th terrorist attack on the Pentagon. He represents all soldiers and civilians lost in the Global War on Terrorism. SGM Strickland was an outstanding soldier who cared deeply about mentoring members of the enlisted force and believed “If you educate the noncommissioned officer (NCO), you educate the soldiers they lead." The SELA is awarded on an annual basis to an NCO that exemplifies the ability to educate, develop, and train soldiers in the Army’s profession of arms by strengthening the stewardship through commitment, responsibility, and accountability to ensure development of future generations.
